Executive Summary

Regis Corporation is the largest chain of hair salons globally, operating numerous salon brands, including Supercuts, Mastercuts, Regis, Smartstyle, and Cost Cutters. The company began in Edina, Minnesota, in 1922 as a small salon named Kunin Beauty Salon, founded by Paul and Florence Kunin. In 1958, their son acquired the salon chain and rebranded it as Regis. Today, Regis is headquartered in Minneapolis, Minnesota, and has expanded to over 10,000 salons worldwide, comprising both corporate and franchise ownership. Regis offers a wide range of services and products to meet consumer hair care needs, selling well-known retail products such as Paul Mitchell, Sexy Hair, Nixon, TIGI, and Mizani. With increasing demand, the company is continually hiring and seeking to expand into new locations, specifically targeting Jackson, MS, New Orleans, LA, and Orlando, FL. The Human Resources department will assist in this process by analyzing the demographics, employment labor laws, and resources for recruiting minorities in each area, ultimately reporting findings and recommendations for the most suitable location for store expansion.

Employment and Labor Laws

The U.S. Department of Labor (DOL) oversees and enforces over 180 federal laws that govern various workplace activities, impacting approximately 150 million workers across 10 million workplaces (U.S. Department of Labor, n.d.). These laws encompass a wide range of employee-related issues, including:

  • Wages and Hours
  • Workplace Safety and Health
  • Workers’ Compensation
  • Employee Benefit Security
  • Unions and Their Members
  • Employee Protection
  • Garnishment of Wages
  • Family and Medical Leave Act
  • Veterans’ Preference
  • Government Contracts, Grants, or Financial Aid
  • Migrant and Seasonal Agricultural Workers
  • Mine Safety and Health
  • Construction
  • Transportation
  • Plant Closings and Layoffs

These regulations are crucial for the effective recruitment and management of any organization.

Minority Recruitment Resources

To diversify the applicant pool, organizations must utilize a variety of resources during the recruitment process. Regardless of the organization’s size, it is essential to have a clear understanding of how the team will grow over time, including who will be hired and when (Heather, 2021). Attracting top talent necessitates a well-structured recruiting plan that involves thorough strategizing and preparation. Recruiters should be knowledgeable about various areas that can enhance the recruitment process. Effective strategies for attracting diverse talent include:

  • Distributing flyers that provide information about the organization and the benefits of joining.
  • Utilizing sign-in sheets or mini applications to collect candidate information.
  • Maintaining active and up-to-date social media profiles with relevant hashtags.
  • Creating a website that showcases company information.

When these resources are effectively utilized, the recruitment process can flourish.

Recommendation

After evaluating the three potential locations, I recommend Orlando, FL, as the optimal choice for Smartstyle’s expansion. Orlando has the second-largest population among the three locations and boasts the highest median household income. Additionally, Orlando is notably diverse, with demographics including 35.8% White Non-Hispanic, 25.5% Black or African American Non-Hispanic, 22.7% White Hispanic, 6.44% Hispanic, and 3.47% Asian Non-Hispanic. This diversity aligns with Smartstyle’s goals. Furthermore, Orlando is highly ranked as one of the best places for professionals and living conditions, which should facilitate the recruitment and onboarding of talent.
