This presentation seeks to examine the historical milestones of the hospital system, particularly focusing on the significance of the 2002 Hospital Consumer Assessment of Healthcare Providers and Systems Survey (HCAHPS) in hospital administration, specifically concerning patient satisfaction.
Historical Milestones
The evolution of hospitals from almshouses in the 1800s to contemporary healthcare institutions has been marked by substantial transformations (Niles, 2018). The establishment of the American Medical Association (AMA) in 1847 set standards for medical education and ethics (AMA, n.d.). By the early 1900s, hospitals transitioned from being physician-owned entities to being owned by churches or governments, leading to the formulation of rules and regulations, including the Patient Bill of Rights in the 1970s (Niles, 2018). The introduction of the Certificate of Need (CON) in 1974 aimed at managing healthcare costs by regulating the construction of new facilities (NCSL, n.d.). Subsequent legislation such as the Emergency Medical Treatment and Active Labor Act (EMTALA) in the 1980s and the Balanced Budget Act in 1997 further shaped the healthcare landscape (Niles, 2018).
Hospital Consumer Assessment of Healthcare Providers and Systems Survey (HCAHPS)
The HCAHPS Survey, initiated by the Centers for Medicare & Medicaid Services (CMS) and the Agency for Healthcare Research and Quality (AHRQ), serves as a benchmarking tool for patient experiences within healthcare facilities (Mazurenko et al., 2017). It encompasses various aspects of care, including communication, staff responsiveness, and pain management. Given its impact on Medicare reimbursement, hospital administrators must prioritize understanding and addressing issues highlighted by the survey.
Significance of HCAHPS on Hospital Administration
Patient satisfaction, as measured by the HCAHPS Survey, has become integral to hospital administration, alongside concerns regarding revenue and expenses (Letourneau, 2014). Organizational culture plays a crucial role in shaping the patient experience, highlighting the importance of employee satisfaction in ensuring positive outcomes (Letourneau, 2014). Therefore, hospital administrators must prioritize patient satisfaction initiatives to uphold the institution’s reputation and financial viability.
