AxessPointe Community Health Centers, Inc. (API) is seeking proposals from vendors capable of meeting various needs related to compliance, data management, and communication. This document outlines the specific requirements and expectations of AxessPointe and provides relevant information for potential vendors.

Compliance and Privacy Needs and Requirements

As a covered entity under the Health Information Portability and Accountability Act (HIPAA), AxessPointe requires comprehensive compliance solutions to ensure the protection of Protected Health Information (PHI). This includes the development of a Compliance Work Plan to monitor and audit PHI use and disclosures, as mandated by the Ohio Inspector General (OIG) and recommended by the Center for Medicare and Medicaid Services (CMS, 2019). Additionally, there is a critical need for monitoring cyber threats against the organization to safeguard sensitive information.

Data Storage

AxessPointe currently utilizes client-based data storage with servers housed at the Kent location. However, these servers are overloaded and no longer meet the organization’s efficiency needs. Migration to cloud-based servers is recommended by the Electronic Health Record (EHR) vendor due to its cost-effectiveness and improved performance (IntakeQ, 2018).

Communication Needs and Requirements

Effective communication is essential for AxessPointe, necessitating user-friendly websites, employee intranets, and mass communication systems for patients. While recent updates have enhanced the patient-facing website, improvements are needed for employee access and internal reporting mechanisms. Streamlining communication platforms such as Microsoft Teams or Cisco Jabber is also advised for organizational efficiency.

Billing and Coding Needs and Requirements

To ensure fiscal stability, AxessPointe aims to increase payer mix and optimize reimbursement rates. Transitioning from the Medicaid Prospective Payment System (PPS) to an Alternative Payment Method (APM) is considered crucial, along with expanding the payer mix and negotiating contracts with insurance providers (API, 2021; NACHC, 2020).

Key Components to Address Strategic Needs

AxessPointe’s strategic plan emphasizes the importance of compliance, data management, and revenue optimization. Key components include conducting thorough risk assessments, benchmarking compliance audits, and enhancing patient experience through feedback mechanisms. Additionally, bringing revenue cycle management activities in-house and strategic staffing are essential for long-term success.
