The CAPTA, a pivotal federal legislation addressing child abuse and neglect, has undergone several revisions since its inception in 1974 (Child Welfare Information Gateway, 2019). Initially labeled CAPTA, it was renamed the Keeping Children and Families Safe Act (KCFSA) in 2003, signaling its adaptive nature to confront emerging challenges (Samuel, 2013). A core mandate of CAPTA is to offer screenings and developmental assessments for children aged three and below who are victims of abuse or neglect (Samuel, 2013). Moreover, the Act underwent amendments in 2016 to tackle the impact of Neonatal Abstinence Syndrome, showcasing its responsiveness to contemporary issues (Chasnoff et al., 2018).

Strengths and Weaknesses

Additionally, funding constraints and bureaucratic impediments hamper the efficacy of child protective services (CPS) (National et al., 2014).
Improvement
To bolster CAPTA’s efficacy, there is a requisite for augmented funding and personnel for CPS, coupled with heightened advocacy and community engagement. Additionally, interventions should be broadened to encompass educational institutions, ensuring comprehensive support for children at risk of abuse or neglect.
